The concept of layers on photoshop is confusing me. Once I open a new layer, is what I do to the image only on that layer, not the “Background” one? Then how do I merge them. This is so confusing.

yes you are right
you merge the layers by going to the layers pallette and clicking on merge layers But you do not need to as the layers will get merged when you save it as a jpeg or png etc.
The beauty of layers is you can make changes with out changing the original file so if you don’t like what you did you can just modify or delete the layer with out ruining your original pic. Also layers allow you to add depth you can put things in the fore ground and background by seperating them onto diff layers. Just experiment and you will get it.
In the “layers” pallette, click on the layer on which you wish to work. That way, only that layer will be affected. Not the background or any other layer.
Don’t merge the layers until you are really done with them. Once merged, you cannot separate them again.
